Energy-saving help for income-eligible households
The 4U2 Program may be a good fit if you:
- Own or rent your home
- Do not intend to move within the next six months
- Meet the household income requirements
- Have an active Minnesota Energy Resources account in your name with natural gas as your primary heat source
- Have an active Rochester Public Utilities electric account in your name
Are you renting?
You may still qualify. The property owner must complete the Property Owner Information and Authorization section of the application.
Property owners are responsible for 50% of the cost related to all weatherization improvements and HVAC and water heating equipment replacements, as well as 100% of health and safety measures and extraordinary corrections needed to complete
the work. If the property owner is unable to pay, the owner may complete the same income verification process used for applicants.

How Do I Apply for the 4U2 Program?
- Complete and submit your application.
Applications are processed on a first-come, first-served basis while funding is available.
Download a 4U2 Program application. - Receive a free home energy audit.
If you qualify, a free home energy audit is required. - Review eligible improvements.
The audit will help determine which improvements may be available through the program. - Schedule the work.
You will work directly with an assigned contractor to schedule your improvements. A typical project takes four to six months.
