How Rochester Public Utilities is Structured
Rochester Public Utilities operates under a governance model that combines public oversight with professional management. As a municipally owned utility and enterprise fund of the City of Rochester, RPU is accountable to the community while maintaining the flexibility to operate efficiently and plan for the future.
The Public Utility Board provides policy direction and oversight. Board members are appointed by the Mayor and confirmed by the City Council, with the Council retaining final authority over key decisions such as rates, budgets and debt issuance. This structure ensures transparency, accountability, and alignment with community priorities.
RPU's day-to-day operations are led by the General Manager and executive leadership team, who are responsible for implementing strategy, managing operations, and delivering safe, reliable, and cost-effective electric and water services to the community.
