Why RPU Trims Trees Around Power Lines
Trees and power lines often share the same space, but they do not always coexist safely. Rochester Public Utilities (RPU) regularly trims trees near power lines to help maintain a safe and reliable electric system for our community.
Safety First
Overgrown branches can come into contact with power lines and create serious safety hazards. This can lead to:
- Electrical fires
- Downed power lines
- Dangerous conditions for people and property
Keeping trees properly trimmed helps reduce these risks and protects homes, businesses, and neighborhoods.
Reliable Electric Service
Trees are one of the leading causes of power outages, especially during storms with high winds, ice, or heavy snow. Proactive tree trimming helps:
- Reduce the likelihood of outages
- Improve system reliability
- Keep electricity flowing during severe weather

Tree Debris Removal
RPU manages tree debris differently depending on the situation:
Routine Trimming
- RPU crews and contractors will remove or chip tree limbs and debris during scheduled trimming work.
Storm or Emergency Situations
- RPU does not remove tree debris caused by storms or emergencies.
- Crews may cut or move trees to restore power, but property owners are responsible for debris removal.
Hazard Trees
- Trees identified as hazards during emergencies may require trimming or removal to ensure safety.
- Property owners are responsible for removing debris from hazard trees.
Clearance Requirements
Tree trimming clearances depend on tree type, location, and proximity to power lines.
- Minimum Clearance: RPU maintains at least 10 feet of clearance around poles for trees and shrubs.
- Overhanging Branches: Large trees near power lines require at least 15 feet of clearance above lower-voltage lines. Higher-voltage lines require greater clearance.
- Side Pruning: Branches growing toward power lines are trimmed to maintain safe distance.
- V-Shaped Pruning: When lines pass through trees, branches are trimmed to allow safe growth around wires.
- Right-of-Way Maintenance: Vegetation is cleared based on a regular maintenance schedule. This space is not intended for privacy screening.
- Padmount Transformers: Maintain at least 12 feet of clearance in front and 3 feet on all other sides.
- Tree Health: RPU does not “top” trees. Proper trimming supports long-term tree health.

Choose the Right Tree
Not all trees grow the same. Before planting, consider the mature height and spread of the tree
- Large trees should be planted away from overhead power lines
- Smaller ornamental trees are better suited for areas near utility lines
Plan Ahead
A tree that is small today can grow into a larger issue over time. Proper placement helps:
- Avoid repeated trimming
- Maintain the tree’s natural shape
- Reduce long-term maintenance needs

Where to Plant a Tree
Follow these guidelines to save energy and improve comfort in your home:
Deciduous Trees (Leaf-Shedding)
Plant on the south and west sides of your home to:
- Provide shade in the summer
- Reduce cooling costs
- Allow sunlight to warm your home in the winter
Evergreen Trees
Plant on the north and west sides of your home to:
- Block cold winter winds
- Reduce heating costs
- Improve overall energy efficiency
Before You Plant, Remember
- Call 811 before you dig. This free service helps locate underground utilities and prevents damage.
- Contact Gopher State One Call at 811 at least three business days before digging.
- If planting in the boulevard or right-of-way, contact the Rochester Parks & Recreation Forestry Division.
- Avoid planting directly under power lines.
- Plant trees a safe distance from your home and utilities.
- Consult a local nursery or tree care professional for guidance.
