High Efficiency HVAC Rate

The high efficiency HVAC rate is available to commercial customers that meet one of the requirements below:

  1. Use either an air-source or ground-source heat pump as the only source of heating and cooling in their facility.
  2. Use an electric water heater (usually connected to a desuperheater on the heat pump) as the only source of water heating.
  3. Receive prior approval of the equipment from RPU. Note that equipment must be rated by the Air-Conditioning, Heating, and Refrigeration Institute (AHRI) and meet the minimum efficiency standards listed below.

*Water-to-Air Heat Pumps: The efficiency ratings are determined using the Air Conditioning, Heating, and Refrigeration Institute’s (AHRI) directory, which may be found at www.ahridirectory.org EER rating is at ARI/ISO 13256-1 cooling conditions of 77°F entering water temperature and 80.6°F dry bulb/66.2°F wet bulb entering air temperature (ground loop heat pump).

*Water-to-Water Heat Pumps: The efficiency ratings are verified using manufacturer specifications which clearly demonstrate the Entering Water Temperature (EWT), Gallons Per Minute (GPM) water flow, and the associated EER rating. EER rating is at ARI/ISO 13256-2 cooling conditions of 77°F entering water temperature and 53.6°F leaving water temperature (ground loop heat pump). Please include manufacturer’s specification sheets verifying this information.

Note: Other all-electric HVAC systems may be considered for this rate if they meet the stated efficiency standards. To have a system considered, customers must submit an engineering analysis documenting the efficiency of the system.

The non-summer months are January through May and October through December. Summer months are June through September.

Medium General Service – High Efficiency HVAC

(Loads where demand is at least 75 kW or more for three or more billing periods in a given calendar year, but less than 1,000 kW)
