RPU cares about its customers, especially during the winter months. If, during the winter months, you find yourself unable to pay your electricity bill (when electricity provides your primary heat source), you have options.

Payment Assistance

Heat Share

Heat Share is a voluntary, non-governmental program administered by the Salvation Army. It has been providing energy assistance to elderly, disabled, and low-income people since 1982.

Funds are used for electricity, natural gas, oil, propane, and wood bills, as well as emergency furnace repairs.

RPU is proud to be a part of a program that helps individuals in the community.

Energy Assistance Program

The Energy Assistance Program (EAP) helps income eligible households meet a portion of their heating costs.

The Energy Assistance Program in Olmsted County takes applications October through the heating season. To visit the Energy Assistance program web site, click here.
  • Households applying for assistance must be vulnerable to rising home heating costs.
  • Gross income for the 3-month period before the month of application will be used.
  • Proof of income necessary.
The following may be eligible:
  • Renters and owners who pay heating costs
  • Renters with heat included in the rent payment
  • Farmers and self-employed people
Assistance is based on a combination of household size, gross income for three months, heat source and consumption. Payments are made directly to the heating supplier. Limited crisis assistance may also be available. All eligible applications will be referred to the Weatherization Program. For more information, please call 507-328-6500.

RPU will also work with you to develop a payment schedule if you demonstrate an inability to pay your monthly bills in full during the winter months.
