Request for Proposals Utility Network Communications System Sealed proposals for the above referenced project will be received by the Purchasing Department of the Rochester Public Utilities located at 4000 East River Road NE, Rochester, Minnesota, on or before 1:30 P.M., Monday, April 10, 2006 , at which time and place the proposals will be opened and recorded. Any proposal received subsequent to the time specified will be promptly returned to the Vendor unopened.

Vendors must furnish all required submittals and demonstrate to the satisfaction of the City that they have the capability to deliver the goods and perform the services requested. Vendors must submit satisfactory evidence that they have a particular knowledge of communication systems utilizing technologies such as BPL, wireless and/or fiber optics, that they operate a commercial BPL system located in the continental United States using equipment certified by the Federal Communications Commission, and that they have the necessary financial resources to install a communications network and deliver retail services as described in the RFP.
